On 13 February 2026, the Revenue Administration published Tax Procedure Law General Communiqué No. 591. GİB has since moved it to 16 November 2026.

- Hailing apps must report the drivers on their platform, plus the linked bank accounts, through the Digital Tax Office.

Istanbul: The App-Only Plate Is Now A Real Business
Istanbul held its taxi count still for decades. The city broke that with the App-Based Taxi Model. These cars carry TUA plates, cannot be flagged from the kerb, and only answer calls from a licensed app. By the ninth auction in July 2026, roughly 650 plates had been sold and 587 cars were already working.
İBB Secretary General Prof. Dr. Volkan Demir described the aim as a system that is "safe, transparent and modern", reached only through a digital application.
